Tina’s Biography

Tina Akpogheneta is currently Chief Digital Officer (CDO) at Hammersmith & Fulham Council.  Originally from Malawi, she is the first female of African descent to hold the role of CDO in local government. Tina is passionate about the ability of technology to drive transformation and deliver more for less in the public sector and about supporting women of African descent to progress in their desired careers.  She has a broad business background gained from the charity, membership association, telecommunications, start-up and local government sectors.  She was educated in Malawi and the United States – at Smith College and then Boston University. Tina is a qualified ITIL Strategic Leader and member of the BCS and is also a member of the London Office of Technology and Innovation (LOTI), the West London Association (WLA) and sits on the 2026 DigiGov Steering Committee.
